This ministry was birthed for the need of Churches, schools, Pastors or leaders that wanted to bring their ministries under the covering of House of Rapha or wanted Dr. Wiggins to be there Mentor. Word's from Dr. Wiggins." The term come up under needs to be thoroughly understood. God wants us to be properly connected and follow proper Protocol. I make a covenant to do my best to help those that want to be apart of what God has called me to do". The beginning of 2007 God Told me Clearly that He Called me as an Apostle and that as He was with His Servant Moses so would he be with me. Having said that.
I desire that fruit might remain to my account and that God get all of the Glory in everything that he has called me to do.I desire to say that I am in a Covenant Relationship with all of those who sense the leading of God to be connected with what the Lord has called me to do in the earth realm that is for His KINGDOM. Currently there are 260 Churches in Sierra Leone and other parts of west africa that are under her covering.
Requirements of H.O.R.W.C.M.
H.O.R.W.C.M. will exercise no ecclesiastical, governmental or administrative control over any of its member ministries. H.O.R.W.C.M. provides for those member ministries wise counsel and oversight upon their request. All membership services and benefits are optional to accommodate the needs of the membership. Membership in H.O.R.W.C.M.is open to men and women who are Pastors who head a viable functional independent ministry. H.O.R.W.C.M. will not discriminate against any race, ethnic or denominational background.

- Monthly Administrative Support (Amount Determined by Member is not meant to be a tithe.) The financial strength of H.O.R.W.C.M. will be the product of the commitment of its members. The finances will be used for administrative expenses and to fund group projects.
- Willingness to Serve on Appointed Committee and to assist as needed with advance notice

Qualifications for Daughter/Sonship in H.O.R.W.C.M.
- Spiritual Sonship is not necessarily a physical relationship, but a spiritual relationship.
- There must be a birthing within the heart or spirit of a spiritual Son or Daughter which produces such a relationship in them. (i.e.,Vision, Assignment, Revelation).
- From the heart a member must respect and honor the person you are seeking fathering. A son/daughter should willingly submit and serve by means of responding when called upon and yielding ministry gifts.
- A son/daughter must be willing to receive correction in righteousness from Dr. Wiggins.
- A son/daughter must be willing to support the ministry physically and financially.
- Each son/daughter must make public confession of sonship.
- All H.O.R.W.C.M. members must be willing to be inducted into the organization according to the policies, procedures and guidelines of the organization.
- Revelation knowledge will be produced on the inside as a result of consistently listening to tapes, reading material that God has permitted Dr. Wiggins to produce, and coming to meetings where she speaks, and also being accountable to Dr. Wiggins.
- Members are EXPECTED to attend member events.
Qualifications for Mentorship in H.O.R.W.C.M.
- A protégé values a mentor's knowledge, wisdom and insight.
- The protégé is ill advised to attempt to force a physical or natural relationship with the mentor. Therefore, you must understand that your mentor is a mentor to more than just you. If a deeper relationship is essential for your spiritual growth and development, God will and can arrange that relationship.
- A protégé must be willing to live a lifestyle consistent with the covenants of H.O.R.W.C.M.
- All H.O.R.W.C.M. members must be willing to be inducted into the organization according to the policies, procedures and guidelines of the organization.
- Members are EXPECTED to attend member events.
